We have an opening for the following position to engineering services contracts.

Project Engineer

Primary objective
Manage and Coordinate multidiscipline engineering activities to ensure the project is executed in a safe, efficient, cost effective and timely manner.
Responsibility for the execution of all assigned engineering and modification activities associated with the project.

Specific Accountabilities
• To manage, direct and supervise all direct project functions, thus ensuring cost effective and efficient achievement of all works.
• Prioritisation of designated project in accordance with available resources.
• Liaise with WAO management to ensure the needs of the asset are met as required.
• Review and approval of project estimates to achieve given scope of work.
• Management of all works relating to the asset from registration to completion.
• Overall supervision of individual projects through the designated project engineering team.
• Motivate, manage and develop the projects engineering personnel resources assigned to his responsibility.
• Ensure the Project Team obtains the necessary resources to perform their project objectives.
• Direct line responsibility to the Engineering Manager during engineering design and procurement period of the projects and functional responsibility to the Engineering Manager during the offshore implementation of the projects.
• Direct responsibility to the Offshore Manager during the offshore implementation period of the contract.
• Reports projects progress and achievements, to the required level of detail to the Engineering Manager and Offshore Manager.
• Assist if necessary during the commissioning phase of the project
• Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU, etc.
• Safety – Responsible for personal safety safe working practices for the BU, etc. Understand and follow OH&S procedures.

Matching Indicators
• B. Eng in applicable engineering subject in Electrical or Instrumentation (sarjana s1 teknik elektro, teknik instrumentasi).
• Minimum: 12 years with 7 years design experience and 5 years supervisory experience
• Preferred: 15 years
• Offshore Related Oil & Gas Experience
• Minimum: 10 years
• Preferred: 12 years

Ini kabar yang ditunggu-tunggu para pencari kerja. Kran rekrutmen CPNS 2007 bakal dibuka Agustus mendatang secara serentak. Hal ini ditegaskan Menteri Pendayagunaan Aparatur Negara (Menpan), Taufik Effendi. ‘’Penerimaan CPNS 2007, berlangsung Agustus ini,’’ tandasnya kepada Komentar sebelum mengikuti raker bersama Komisi II DPR RI, kemarin (29/05).
Rekrutmen ini, kata dia, tidak lagi mengikuti ujian se-cara nasional, melainkan ma-sing-masing daerah harus proaktif mendaftarkan ke pusat. Soal formasi, Taufik mengatakan, akan sangat tergantung usulan daerah.
Oleh sebab itu, dia meng-imbau usulan tersebut harus jelas dan sesuai kebutuhannya.
‘’Misalnya untuk tenaga juru rawat, berapa orang yang diperlukan dan untuk rumah sakit atau puskesmas mana saja? Hal itu juga disertakan tanda tangan permintaan dari dokternya (rumah sakit atau puskesmas),’’ katanya. Pusat sendiri tinggal memberikan apa yang diminta dan dibu-tuhkan daerah.
“Kita berikan, lalu daerah sendiri yang uji CPNS itu,” katanya seraya mengatakan, penerimaan CPNS 2007 yang dimulai bu-lan Agustus akan diangkat bulan Oktober. “Jadi sekarang prosesnya cepat terutama tenaga pendidik dan kese-hatan,” kata Taufik.
Menurutnya, saat ini Ke-menterian PAN dan Departe-men Keuangan sedang me-nyusun sistem penggajian na-sional. Gaji terendah pegawai negeri sipil diupayakan terus naik dari Rp 1.060 juta tahun 2006 menjadi Rp 1,2 juta pada tahun 2007. Pada tahun 2008 gaji terendah pegawai negeri sipil akan dinaikkan lagi namun dia enggan me-nyebutkan jumlahnya.
Sedangkan bagi tenaga guru honorer, Menpan menjamin re-krutmen tahun 2007 selesai. Sedangkan honorer lainnya di-harapkan tahun 2009 ram-pung. Sedangkan Deputi SDM di BKN, Pepen Effendy menam-bahkan, pembuatan soal untuk tes CPNS di daerah, melibatkan perguruan tinggi negeri setem-pat. BKN sendiri, katanya ha-nya memberikan pedoman.
Sementara bagi daerah pe-mekaran baru, Effendy men-jelaskan, akan tergantung usulan penetapan dari pen-jabat setempat. “Pemberkasan yang dilakukan BKN tergan-tung usulan daerah, jika tidak memenuhi syarat, maka tidak dikeluarkan NIP,” kuncinya.
GAJI 13
Pemerintah diharapkan me-masukkan gaji ke-13 bagi Pega-wai Negeri Sipil (PNS) dalam revisi UU No 43/1999 tentang Kepegawaian. Sebab selama ini gaji ke-13 PNS baru kebijakan ad hoc pemerintah. “Kalau dimasukkan dalam UU kan lebih menjamin kepastian dan kekuatan yang tetap. Karena itu kami harap revisi UU No 43/1999 memasukkan gaji ke-13 dalam struktur gaji PNS,” imbuh anggota Komisi II DPR Ferry Mursildan Baldan, saat Rapat Kerja dengan Kemente-rian Negara Pendayagunaan Aparatur Negara, di Gedung DPR Jakarta, Selasa, (29/05).
Menurut Ferry, selama ini pemberian gaji ke-13 selalu dikaitkan dalam memperingati hari besar keagamaan. Namun sebaiknya diberikan pada pertengahan tahun, karena lebih bermanfaat untuk biaya anak sekolah. Dikatakan Ferry, saat ini pemerintah tengah merevisi UU pelayanan publik, di mana PNS harus melak-sanakan tugas publik, jika tidak masyarakat bisa mengadukan dan PNS tersebut bisa dikenai sanksi.
Namun pemerintah harus konsisten, jika PNS dituntut memenuhi kewajiban maka haknya harus dibenahi. Di tempat yang sama, Menteri Negara Pendayagunaan Apara-tur Negara, Taufik Effendi me-ngatakan, soal kenaikan atau perubahan gaji PNS masih diba-has dengan DPR. Apakah gaji ke-13 masuk dalam struktur gaji baru PNS juga belum diputuskan.
“Apakah struktur gaji PNS akan berubah pada 2008, saya belum tahu pasti. Karena masih dibahas di DPR,” elak Taufik.

IV. Lamaran



Baik Pelamar Umum maupun PHL mengajukan Lamaran ditulis tangan dengan menggunakan tinta hitam.



1. Lamaran ditujukan kepada Kapolri U.p. De SDM Kapolri di Jakarta (Lembar pertama bermaterai Rp 6.000,-).

Pemerintah pusat pada Januari 2007 kembali melakukan rekrutmen terhadap 300 ribu calon Pegawai Negeri Sipil (CPNS) yang.............
pelaksanaan seleksi dilaksanakan di masing-masing daerah.
“Rekrutmen CPNS kali ini tak lagi dilakukan oleh pemerintah pusat, namun diserahkan ke masing-masing daerah,” kata Menteri Pemberdayaan Aparatur Negara (Menpan) Taufik Effendi, di sela-sela menghadiri perayaan HUT ke-56 Kabupaten Banjar di Martapura, Sabtu.

Diserahkannya seleksi CPNS ke masing-masing daerah sebagai implementasi hak otonom untuk menentukan tenaga yang diperlukan, sehingga pemerintah pusat menyerahkan hak otonom tersebut.
“Kita serahkan sepenuhnya kepada daerah untuk tenaga yang mereka inginkan, namun rekrutmen itu harus dilakukan secara profesional, transparan, bebas kolusi dan nepotisme,” ucapnya.
Disebutkan, teknisnya sebelum melaksanakan seleksi CPNS masing-masing daerah diwajibkan mengajukan permohonan kompetensi atau tenaga yang dibutuhkan ke pemerintah pusat.
“Permohonan itu kita pelajari, setelah kita anggap sesuai kita serahkan ke daerah untuk melaksanakan rekrutmen,” katanya.
Taufik menekankan, meski rekrutmen diserahkan ke masing-masing daerah bukan berarti pemerintah pusat tak melakukan kontrol, untuk menghindari hal-hal yang tak diinginkan.
Menurut Menpan, berdasarkan perhitungan sementara jumlah CPNS yang direkrut pada seleksi Januari 2007 ini sekitar 300 ribu orang dan mayoritas tenaga pendidik, tenaga kesehatan dan pertanian.
Alasannya, kata dia, ketiga sektor ini hingga kini masih sangat kekurangan tenaga terutama yang mau ditempatkan daerah pedalaman dan terpencil.
Taufik berharap, bagi CPNS yang lulus di ketiga sektor itu harus bersedia ditempatkan di pedalaman, karena masyarakat pedalaman sangat membutuhkan mereka.
“Kita tak ingin setelah lulus mereka menolak ditempatkan dengan berbagai macam alasan, seorang PNS harus bersedia ditempatkan di mana saja,” ujarnya.

PENGANGKATAN 800 RIBU PEGAWAI HONORER TERKENDALA
Sementara itu, rencana pengangkatan sekurangnya 800 ribu pegawai honorer menjadi Calon Pegawai Negeri Sipil (CPNS) yang semula dijadualkan Januari 2007 kemungkinan besar tertunda, karena data yang dimiliki pemerintah pusat berbeda dengan data masing-masing provinsi dan kabupaten/kota.

Menteri Pemberdayaan Aparatur Negara (Menpan) Taufik Effendi mengatakan perbedaan data itu cukup krusial sehingga pemerintah tak bisa gegabah langsung mengangkat para honorer itu menjadi CPNS sebelum perbedaan data itu diselesaikan.
Khusus untuk Provinsi Kalsel, jumlah honorer yang datanya berbeda antara yang dimiliki pemerintah pusat dan daerah hanya seratus ribu orang, karena pengangkatan dilaksanakan serentak maka perbedaan data itu harus diselesaikan dulu.
“Jika perbedaan data seratus ribu honorer itu tak diselesaikan, maka pengangkatan seluruh honorer yang jumlahnya delapan ratus ribu orang belum bisa dilaksanakan, karena pengangkatan harus dilaksanakan serentak,” ucapnya.

Perbedaan data itu, lanjut Menpan, cukup krusial karena menyangkut biodata para honorer yakni nama dan tempat tanggal lahir, bahkan tahun masuk sebagai honorer.
Menteri Taufik Effendi mengaku kurang mengetahui terjadi perbedaan itu sebab data yang masuk ke pemerintah pusat merupakan kiriman dari daerah masing-masing tetapi ketika dilakukan pengecekan ulang ternyata terjadi perbedaan.

Untuk menyelesaikan perbedaan itu, pemerintah pusat dalam hal ini diwakilkan ke MenPAN akan berkoordinasi dengan instansi terkait terutama Menteri Pendidikan Nasional, Menteri Agama dan Menteri Kesehatan.

Disamping itu koordinasi serupa juga dilakukan dengan anggota Dewan Perwakilan Daerah masing-masing provinsi dan anggota Komisi II DPR RI.
Menpan berjanji jika persoalan perbedaan data para honorer itu bisa diselesaikan sebelum Januari 2007, maka sebanyak delapan ratus ribu honorer yang tersebar di seluruh Indonesia akan langsung diangkat menjadi CPNS.

“Tetapi jika persoalan itu tak bisa diselesaikan sampai Januari 2007 dengan terpaksa pengangkatan para honorer itu kita tunda sampai perbedaan data ini bisa diselesaikan,” katanya.

Kepada para honorer diminta untuk bersabar, karena mereka pasti akan diangkat menjadi CPNS namun dilaksanakan bertahap hingga tahun 2009.

JANUARI 2007 GAJI PNS NAIK 15 PERSEN

Pemerintah pusat memastikan kenaikan gaji pegawai negeri sipil (PNS) sebesar 15 persen untuk seluruh golongan mulai diberlakukan Januari 2007.
Kepastian gaji naik tahun 2007 disampaikan Menteri Pemberdayaan Aparatur Negara (Menpan) Taufik Effendi, saat menghadiri perayaan HUT ke-56 Kabupaten di Martapura, Sabtu.

“Dana untuk kenaikan gaji itu kita persiapkan awal Januari, besarnya 15 persen,” kata menteri.

Sementara mengenai pemberian gaji tambahan bagi PNS profesional, menurut Menpan, secepatnya akan direalisasikan, saat ini pemerintah tengah menggodok aturannya.
Sebelum gaji tambahan diberikan, pemerintah harus memiliki aturan yang baku terutama menyangkut kriteria dan prestasi seorang pegawai yang bisa dikatakan profesioanal.
“Jadi seorang PNS profesional itu harus ada kritrerianya dan itu sekarang yang tengah digodok,” katanya.

Dengan adanya, kriteria PNS profesional, lanjut MenPAN, diharapkan akan memacu daya saing PNS untuk bekerja lebih baik dan tak sekadar datang, absen kemudian pulang. (Ant/y)
